Abstract
The evaluation covered the period 9/83-2/88. The overall conclusion of the evaluation is that each of the two project components, the Energy Conservation Services Program (ECSP) and the Energy Policy and Planning Development (EPPD), were successful. The evaluation team suggested that the project can better achieve its goals and improve upon the success of the first 4 years if some operational changes are incorporated. These include: (1) developing a promotional package for the EPPD; (2) enhancing integrated complementation between the two components; (3) increasing the frequency of communications with Regional Bureaus; (4) having ESCP develop lessons learned through revisits to countries where tasks have been implemented and (4) expanding the on-going joint efforts with the World Bank and other donors. Finally the evaluators conclude: "the simplistic recommendation to S&T/EY and its contractors is therefore to continue doing what you"ve been doing, advertise to a broader audience, but pay more attention to listening to the marketplace feedback, and adjust your course accordingly."
