EnfoqueDH continued to make steady progress towards consolidating prevention and attention mechanisms regarding gross human rights violations during Quarter Two of Year Three.

Abstract
The deteriorating security situation posed challenges throughout the quarter in EnfoqueDH priority states, with grantee CADHAC reporting concerns for the mobilization of beneficiaries in the state of Tamaulipas. In the state of Chihuahua, the State Attorney and the Governor came under fire, leaving innocent bystanders and bodyguards killed. EnfoqueDH mobilized CSOs and international organizations to organize a series of workshops and seminars aimed at gaining common knowledge and identifying barriers to implementation of the General Laws on Prevention of Torture and Disappearance. A total of 105 persons were trained, and roadmaps were traced and more adequate coordination mechanisms proposed to fulfill the government of Mexico's responsibilities regarding the Laws and to empower civil society involvement in the implementation process. During the reporting period, EnfoqueDH launched its human rights strategic communications activities through the screening of the first of a series of videos calling attention on impunity in cases of gross human rights violations. The videos were produced by its main implementing partner, the Comisión Mexicana para la Promotion y la Defensa de los Derechos Humanos (CMDPDH). EnfoqueDH also supported the production of four documentaries portraying the stories and struggles of victims' families' collective in Coahuila. EnfoqueDH joined forces with USAID partner Centro Nacional de Comunicación Social A.C. (CENCOS), which was instrumental in producing solid audiovisual messages and reaching over 107,000 persons. Mexico prepares to present advances regarding its human rights commitments before international bodies during 2018, including for the Universal Periodic Review and San Salvador Protocol. EnfoqueDH's support to the government of Mexico was recognized in several forums and working groups during the quarter. The human rights crisis in Mexico shows no sign of subsiding, with serious acts of violence occurring in the period leading up to the presidential elections, as well as elections in key states and municipalities. According to the 2017 National Victimization and Public Security Perception Survey (ENVIPE, 2017), 24.2 million people were victims of violence in Mexico, with 21 disappearances documented in the municipality of Nuevo Laredo between February and May. EnfoqueDH's efforts to address the human rights crisis in Mexico are focused on consolidating prevention and attention mechanisms, mobilizing CSOs and international organizations, and promoting collective memory and empowering narratives of those who have lost their loved ones to gross human rights violations.
