Abstract
The program was initiated in response to deficiencies in the housing and civil construction of the EKAM settlement, which was built between October 2011 and October 2013. The settlement was constructed to provide housing for households impacted by the 2010 earthquake and other critical groups in the Northern Corridor. However, an independent assessment revealed design and performance deficiencies, including leaking roofs, missing or sub-specification roof fasteners, sub-specification foundations, and substandard concrete reinforcement in wall construction. In October 2014, USAID contracted Tetra Tech to provide independent Architectural and Engineering (A-E) and construction management services to inspect the EKAM site, provide A-E recommendations, manage and supervise remedial works, and provide support to USAID for contractual adjustments. During the reporting period from July 1, 2016, to July 31, 2016, Tetra Tech continued to provide construction supervision for DFS and CEEPCO. DFS focused on the shear walls at the Caracol EKAM site and began repairs of the onsite drainage system, including the riprap wall at the secondary canal. CEEPCO was substantially complete with their construction activities and worked on closing out the project by finishing the remaining administrative tasks. Tetra Tech also worked with USAID to finalize the closeout documentation and provide input on the credits and debits owed by CEEPCO to USAID. On July 28, 2016, Tetra Tech's field engineer demobilized from Haiti, and his replacement was pending. At the Caracol EKAM site, DFS continued with shear wall installations at the houses in Phase 1 and Phase 2. Phase 1 includes platforms P16, P17, P18, P20, P21, P22, P23, P24, P25, and P26, while Phase 2 includes platforms P4, P5, P6, P7, P9, P10, P11, P12, P13, and P14. Phase 2 of the work has shear wall conditions 2 and 3. DFS also finished the majority of the work on the secondary canal and began relocating the fence that is in the path of the new channel. Review of DFS submittals is ongoing, and the house submittals are finalized. USAID continued to work with DFS to finalize the conditions for Mod 1 so it can be executed. At Terrier Rouge, CEEPCO is working on finalizing their project closeout documentation, which includes as-built drawings, O&M manuals, training, and negotiating credits and debits with USAID. At Ouanaminthe, CEEPCO is also working on finalizing their project closeout documentation and repairing one of the generators, which was sent to Port au Prince for repair. The estimated cost through July 31, 2016, is shown in the table below, and a burn-down chart is provided as Attachment 1.
