Abstract
The settlement was built in 2011 to provide housing for households affected by the 2010 earthquake. However, an independent assessment in 2014 revealed deficiencies in the construction, including leaky roofs, missing roof fasteners, and poor quality materials. Tetra Tech was contracted in October 2014 to provide independent architectural and engineering services to inspect the site, provide recommendations, and manage remedial works. The project's objective is to address the deficiencies and ensure the settlement is safe and habitable. During the reporting period, Tetra Tech continued to provide on-site quality assurance services, assessment of project documents, and reviews of monthly pay applications and change orders. The team also provided on-site construction progress monitoring services and community liaison services. The project team met on February 15th, and USAID approved technical directions for the project. These included utilizing remaining materials to extend swales, install rip rap channels, and plant vetiver grass. Tetra Tech also submitted revised road designs on March 27th. At the Caracol EKAM site, DFS completed work associated with Modification #6, with some exceptions. The team is currently working on Modification #7, which includes flood mitigation, installation of grouted rip rap, and regading of secondary roads. The project's financial status is being monitored, and Tetra Tech is working to ensure that the work is completed on time. The project team is hopeful that the work will be completed by early August, but DFS needs to start the roadwork as soon as possible. The project has made significant progress, with the completion of the water system and the completion of the sanitary system closeout. The project team is working to address the remaining issues and ensure the project is completed successfully. The project is focused on improving the living conditions of the residents of the Caracol EKAM settlement.
