Abstract
The program was established in response to deficiencies in the housing and civil construction of the EKAM settlement, which was built between October 2011 and October 2013. The Caracol EKAM New Housing Settlement was constructed to provide housing for households impacted by the 2010 earthquake and other critical groups in the Northern Corridor. However, an independent assessment revealed design and performance deficiencies, including leaking roofs, missing or sub-specification roof fasteners, sub-specification foundations, and substandard concrete reinforcement in wall construction. In October 2014, USAID contracted Tetra Tech to provide independent Architectural and Engineering (A-E) and construction management services to inspect the EKAM site, provide A-E recommendations, manage and supervise remedial works, and provide support to USAID for contractual adjustments. During the reporting period from June 1, 2016, to June 30, 2016, Tetra Tech continued to provide construction supervision for DFS. CEEPCO was substantially complete with their construction activities, and Tetra Tech inspected the final punch-list items to ensure they were finished. DFS focused their work on the shear walls at the Caracol EKAM site, while CEEPCO initiated project closeout procedures at Terrier Rouge and Ouanaminthe. At the Caracol EKAM site, DFS had some remedial welding remaining at the water tower and needed to repair the ladder safety cage. Once these items were completed, Tetra Tech would provide their substantial completion inspection for the water tower work. DFS continued with shear wall installations at the houses in Phase 1 of their work and began on Phase 2. Tetra Tech submitted the final design for the sanitary system to USAID for distribution to DFS and provided USAID with the 90% offsite drainage design for review and comment. At Terrier Rouge, CEEPCO was working on finalizing their project closeout documentation, which included as-built drawings, O&M manuals, training, and negotiating credits and debits with USAID. At Ouanaminthe, CEEPCO was also working on finalizing their project closeout documentation and had several punchlist items that still needed to be resolved prior to project closeout. The estimated cost through June 30, 2016, is shown in the table below, and a burn down chart is provided as Attachment 1. The total costs incurred by Tetra Tech were $X, with $Y remaining to be expended. The total cost of the program was $Z, with a burn down rate of X%. Tetra Tech is working with USAID to finalize the closeout documentation and provide input on the credits and debits owed by CEEPCO to USAID. The program is ongoing, with activities planned for the next reporting period including the completion of the Caracol EKAM site, the closeout of the Terrier Rouge and Ouanaminthe projects, and the submission of the final report to USAID. The program has several issues requiring the attention of USAID, including the response to CEEPCO's Quality Control Monitoring Report, which was submitted on April 27, 2016. Tetra Tech is working with USAID to address these issues and ensure the successful completion of the program.
