Abstract
AID-306-C-16-00010. The report assesses the damaged site condition of a section of the Samangan Mazar road in the Samangan Province, Afghanistan, and recommends a short-term emergency repair and a long-term solution to repair the damaged road and retaining walls. The site assessment was conducted on September 8, 2016, by a Tetra Tech site inspector, who visited the three locations identified by USAID and witnessed the condition of the damaged civil works. The inspector observed the general site and river condition, including the river bed slope, river bed materials, high flood level, road high level from the river bed, and history of road damaged locations. The inspector also inspected and measured the damaged gabion retaining wall, damaged stone masonry retaining wall, and damaged RCC retaining wall, as well as the asphalt road damage. Tetra Tech recommended a two-phase approach to the road repair. Initially, a temporary emergency repair should be performed to mitigate any additional road damage to the existing retaining walls and roadway, which may occur during the upcoming Spring high-water events. This will allow time for a permanent solution to be developed, which will require resources well beyond the scope of this work. The emergency road protection measure recommended by Tetra Tech includes the use of gabion walls and scour mattresses to protect the road pavements and existing remaining retaining walls. However, upon further review, Tetra Tech agrees with the stone masonry wall option recommended by BCC, which includes deeper foundations and a scour mattress added to any new wall. The report includes a Site Assessment Report, a General Site Layout Plan, Proposed Conceptual Construction Drawings, a Proposed Bill of Quantities (BOQ), a Proposed Construction Schedule, Existing Wall Protection, and a Review of BCC Proposal and Drawing. The appendices provide detailed information on the site assessment, proposed solutions, and estimated costs for the repair. The report concludes that the recommended approach will provide a temporary solution to mitigate further damage to the road and retaining walls, allowing time for a permanent solution to be developed. The report is intended to provide a comprehensive assessment of the damaged site condition and recommend a short-term emergency repair and a long-term solution to repair the damaged road and retaining walls.
