Abstract
The plant is undergoing repair and rehabilitation work, funded by the United States Agency for International Development (USAID) through the USAID Energy Policy Program. Advanced Engineering Associates International, Inc. (AEAI) is providing monitoring and implementation support to USAID for the project, and Hagler Bailly Pakistan (HBP) has been contracted to undertake environmental compliance monitoring. The fifth environmental audit of the project was conducted on October 7, 2013, by HBP. The audit team met with the plant management, including Mr. Kahlid Alvi, Chief Engineer/Techincal Director, and Mr. Muhammad Alyas, Additional Director, Chemical, to discuss the environmental compliance of the project. The team also conducted a walk-through of the plant to inspect the storage of equipment and sites, including the new arrival equipment store area, units 1, 2, 3, 4, 5, and 6, and the waste storage yard. The audit team observed that most of the work at the plant was either completed or near completion. However, some issues of non-compliance were recorded, including occupational health and safety issues and waste management practices. The team also noted that some issues from previous visits had not been addressed, and the project team was asked to close these issues at the earliest. The audit team reviewed the environmental documents and discussed the preliminary outcome of the audit with the plant management. The team also observed that the plant management had provided a comprehensive report on the environmental compliance of the project, but attention was required in some areas, including occupational health and safety issues and waste management practices. The audit team recorded a total of 11 issues, out of which three were addressed. The remaining issues were discussed with the management of the plant, who promised to close them at the earliest. The visit-wise trend of recorded non-compliances is shown in Exhibit 1.5, which indicates that the trend of recorded non-compliances was the same as the corresponding visit. The project is implementing the Environmental Monitoring and Mitigation Plan (EMMP) to ensure environmental compliance. The EMMP includes measures to mitigate the environmental impacts of the project, such as waste management and occupational health and safety practices. The project team is required to implement the EMMP and ensure that the environmental compliance of the project is maintained. The rehabilitation and repair work at the MTPS is expected to be completed soon, and the project team is required to ensure that the environmental compliance of the project is maintained until the completion of the work. The audit team will continue to monitor the project's environmental compliance and provide recommendations to the project team to ensure that the project is implemented in an environmentally responsible manner.
