Abstract
The inspection and verification scope covered ten Distribution Companies (DISCOs) and the National Transmission and Dispatch Company (NTDC) across Pakistan. The project area is scattered within the territorial jurisdiction of the ten DISCOs across Pakistan and the Azad Jammu and Kashmir (AJK) region. The inspection and verification activities were based on a percentage sampling approved by USAID. The Halcrow Pakistan Inspection Audit team conducted the inspection effectively and observed significant improvements in the overall system of DISCOs/NTDC due to the Power Distribution Program (PDP) and Energy Policy Program (EPP) projects funded by USAID. The main focus of the PDP is on the distribution system of DISCOs and primarily consists of the provision of low-tension (LT) capacitors, high-tension (HT) capacitors, load data improvement (LDI) automatic meter reading (AMR) meters at DISCOs grid stations across Pakistan. The Energy Policy Program was mainly undertaken in Khyber Pakhtunkhwa (KPK) in PESCO and NTDC. The scope includes augmentation and addition of new transformers, supplying allied electrical grid stations equipment, revamping/retrofit/repair/rewinding of damaged power transformers, replacement of damaged power transformers with new ones, replacement of old 132 KV circuit breakers, rehabilitation of 132 KV capacitor banks at grid stations, installation of new 11 KV incoming panels with accessories, and implementation of automated metering systems at grid stations. Transformer Oil Analysis for condition assessment and diagnostics of power transformers throughout PESCO grid stations was also conducted. The implementation of the PDP has resulted in reduced losses, improved revenues, and enhanced customer services all over Pakistan. The LDI program in grid stations has significantly contributed to the elimination of unplanned load shedding and better load management. The LT capacitors have contributed to improving power factor and saving of MWs. The Halcrow Pakistan team has presented its findings with observations and recommendations in Inspection and Verification (I&V) reports submitted to USAID on October 9 and 10, 2015, and an Addendum Report on November 27, 2015. This final report highlights the tasks accomplished for EPP and PDP in a consolidated manner and also includes objectives and targets achieved, percentage sampling, activities and deliverables, impediments, major concerns, and observations and recommendations. The project team organized was as per the project work plan, and the team members were selected based on their expertise and experience in the field of energy and power distribution. The team members were trained and equipped with the necessary tools and equipment to conduct the inspection and verification activities effectively. The inspection and verification activities were conducted in three regions, namely KPK/Islamabad, Punjab, and Sindh/Balochistan regions. The activities were commenced as per the plan, i.e., from August 3, 2015, and were completed within the time allocated for the Task Order. All other deliverables under the task order, such as monthly reports, weekly updates, and demobilization plan, were submitted in a timely manner. The Energy Policy Program has strengthened the grid station network of PESCO and NTDC by improving the system capacity. The Power Distribution Program's main focus is on the distribution system of DISCOs and primarily consists of the provision of LT capacitors, HT capacitors, LDI AMR meters at DISCOs grid stations across Pakistan, AMR meters for cost of service studies (COS), AMR meters for various customer categories, electronic meters, AMR meters for high-end and tube well consumers, RF-enabled meters, ABC cables, CSP transformers, outage reduction devices (ORDs), handheld units, linemen tools, and few other equipment for selected DISCOs.
