Abstract
The program aims to assess the performance of the implementation team at the power station against the Environmental Monitoring and Mitigation Plan (EMMP) during the rehabilitation and repair work. The second environmental audit visit was conducted on September 21, 2012, and the activities undertaken during this visit included an opening meeting with the plant management, a walk-through of the plant to inspect storage areas and sites where project activities were underway, and a general review of the existing site conditions and Occupational Health and Safety (OHS) practices. The audit team also conducted a closing meeting with the MTPS management to review environmental documents and discuss the preliminary outcome of the audit. During the audit, old issues were revisited and new issues of non-compliances were recorded where replacement and rehabilitation work was underway at the plant. Out of 11 issues from the first visit, two were addressed, and the remaining issues were discussed with the management of the plant, who promised to close them along with new non-compliance observations at the earliest. A summary of new, pending, and closed issues is presented in Exhibit 1.4. The visit-wise trend of recorded non-compliances showed no decrease in the number of non-compliances corresponding to the previous visit period. The audit team observed that waste generated from the activities had been stored in the yard until disposal, as per the EMMP. The plant management had promised to finalize the disposal of waste, including iron, plastic, and packaging, generated from the activities. The rehabilitation and repair work at the power station is ongoing, with various activities in progress, including the rehabilitation of boiler super heater tubes, special cooling water treatment, and the use of fuel oil additive. The procurement of materials and equipment is underway for various work items, including the replacement of cold layer elements, modification of excitation systems, and the procurement of electric motors and circuit breakers. The EMMP requires the plant management to store waste generated from the activities in the yard until disposal. The plant management has promised to finalize the disposal of waste, including iron, plastic, and packaging, generated from the activities. The audit team has recommended that the plant management ensure that the waste is disposed of in accordance with the EMMP and WAPDA protocols. The MTPS management has promised to address the issues of non-compliance and to finalize the disposal of waste generated from the activities. The audit team has recommended that the plant management ensure that the waste is disposed of in accordance with the EMMP and WAPDA protocols.
