Abstract
It addresses the dynamics of the last 15 years (2000 to 2014) from three articulating axes of the registered information: governance, security and public order, and development. The evidence is both quantitative and qualitative, and refers to the situation found and the changes to which it responds. The study used multiple tools for information collection and analysis, including qualitative tools such as review of secondary sources (67 documents), consultation with primary sources (33 interviews and a workshop with 23 regional leaders), and quantitative tools such as crime and contravention statistics, social development indicators, and governance indicators. The treatment given to the information for its analysis was the synthesis and summary of changes identified from secondary qualitative information, and the identification of perceived trends, change milestones, and differences in perceptions according to age, gender, and social role. The study offers bases for a comprehensive analysis of the transition experienced and its possible projection towards the post-conflict.
