Abstract
The initiative involved a third product: results of the survey on perception of security, human rights, and institutional legitimacy, and municipal action plans. The survey was conducted in Briceño and Caucasia, with a sample of 650 men and women aged 18 and over, residing in 16 veredas and the urban center of the municipality. The survey measured perception of security, human rights, and institutional legitimacy, and identified areas for improvement. In Briceño, the survey found that 56.6% of respondents perceived good relationships between people in the municipality, while 91.1% considered these relationships to be better in the home. The survey also found that 67% of respondents considered economic factors to affect conditions of convivencia, followed by gossip (59%) and citizens' non-compliance with laws (53%). Regarding perception of security in Briceño, 50.7% of respondents considered the municipality to be insecure, while 65.5% considered their surroundings (vereda or barrio) to be secure. The survey identified various factors affecting security in the municipality, including lack of job and educational opportunities for the population in general and some environmental aspects. The survey results were used to design action plans in conjunction with the municipal administrations of Briceño and Caucasia. These plans aimed to address the identified areas for improvement and strengthen security with a human rights perspective. The survey methodology involved a random sampling of households in the rural and urban areas of Briceño and Caucasia. The survey instrument focused on four elements: perception of convivencia and security, victimization, experience of mobility, and perception of institutional legitimacy. The survey results showed that the perception of convivencia and security in Briceño was influenced by various factors, including economic conditions, gossip, and citizens' non-compliance with laws. The survey also found that the perception of security in Briceño was affected by lack of job and educational opportunities for the population in general and some environmental aspects. The action plans designed in conjunction with the municipal administrations of Briceño and Caucasia aimed to address the identified areas for improvement and strengthen security with a human rights perspective. These plans were the result of negotiation between the FIP and the municipal secretariats, based on the results of the analysis of gaps and, in the case of Briceño, the results of the survey on perception.
