Summarizes interim evaluation (PD-ABA-231) of a project to provide training to senior and mid-level personnel of public and private family planning (FP) programs in developing countries.

Abstract
External evaluation covered the period 9/85-12/89. The project has effectively expanded its focus to involve organizational development (in addition to training) and is clearly addressing a major need. Long-term training has been de-emphasized, since it is considered an inappropriate means of strengthening FP organizations, especially those struggling to get programs started. To date, the project has conducted the following training activities: more than 1,500 senior and mid-level program administrators from more than 25 countries and 8 regional training institutions have attended management workshops; 28 senior managers are attending U.S. graduate programs; nearly 100 participants have attended short-term health management training at U.S. and third-country institutions; and nearly 200 program administrators have participated in study and observation tours of exemplary FP programs. The project has also provided TA to managers in 34 public and private sector FP institutions in 20 countries. Management training materials consisting of 23 case studies, 9 teaching exercises, an FP program simulation exercise, and an FP planning management handbook, have been developed and successfully used by more than 300 senior managers from all over the world. An action decision is to design a follow-on project with a focus on TA and training to help organizations implement management improvements. Preparation of working papers, issues papers, and reports that synthesize project experience is also urged.
