Abstract
The program's primary objective is to mitigate the negative impacts of various stresses and shocks on the horticultural value chains in the Sahel region. The program's implementation strategy focuses on six key areas: reducing farmers' reliance on synthetic fertilizers and fuel, improving rural distribution of organic fertilizers and alternative technologies, supporting suppliers of fertilizers through alternative solutions, reducing food loss through better cold storage and post-harvest logistics, enhancing the use of digital platforms to improve information sharing among market actors, and scaling up the use of agricultural insurance by smallholders and micro, small, and medium enterprises (MSMEs). The program's priority activities are designed to strengthen the six horticultural hubs already established in the Zone of Influence (ZOI). These activities include promoting solutions that reduce farmers' use of fertilizers and fuel, working with private sector input suppliers to improve rural distribution of organic fertilizers and alternative technologies, supporting suppliers of fertilizers through alternative solutions, reducing food loss through better cold storage and post-harvest logistics, enhancing the use of digital platforms to improve information sharing among market actors, and scaling up the use of agricultural insurance by smallholders and MSMEs. The program's implementation strategy also focuses on accelerating the inclusion of women in income-generating and sustainable commercial horticulture. This includes creating a safety net for targeted smallholders and MSMEs through social assistance programs in the form of targeted vouchers or rebates to assist hub actors in the purchasing of solar equipment and pumps from local private sector vendors. The program's activities are designed to address the challenges posed by the war in Ukraine and the COVID-19 pandemic, which have resulted in increased input and food prices, weakening the competitiveness of Senegalese horticultural value chains and negatively impacting the purchasing power of rural and urban households. The program's priority activities are expected to strengthen the resilience of Senegalese horticultural markets and improve the livelihoods of smallholders and MSMEs in the ZOI. The program's implementation will be monitored and evaluated through the Activity Monitoring, Evaluation, and Learning Plan (AMELP) and Environmental Mitigation and Monitoring Plan (EMMP). The program's progress will be reported quarterly and annually, and the program's work plan will be updated as necessary to reflect changes in the program's implementation strategy. The program's activities are expected to have a positive impact on the Senegalese horticultural sector, improving the livelihoods of smallholders and MSMEs and strengthening the resilience of the sector to various stresses and shocks. The program's implementation will be closely monitored and evaluated to ensure that its activities are effective in achieving its objectives.
