Abstract
The activity will focus on strengthening horticulture market systems, increasing access to climate-smart agricultural technologies, and strengthening the enabling environment for market systems. The primary goal is to sustainably increase economic opportunities in horticulture market systems, especially for youth. The activity's Zone of Influence (ZOI) includes the regions of Morogoro, Iringa, Njombe, and Mbeya in the Mainland, and both Pemba and Unguja Islands in Zanzibar. Within the four ZOI regions in the mainland, nine districts have been initially selected for development of the horticulture sector. The activity will also work in Zanzibar in both Unguja and Pemba islands. The activity will use market-based incentives to drive the behavior of local actors, transforming the horticulture market system into one that is more competitive, commercial, and inclusive. New, improved, and innovative micro-, small-, and medium-sized enterprises (MSMEs) will be strengthened, formalized, and expanded, leading to increased sales, enhanced supply chain relationships, new employment and entrepreneurship opportunities, and improved rural incomes derived from the horticulture sector. Tanzanian smallholders and producer organizations will benefit from improved commercial access to productive technologies and training to help them produce quality fresh and processed fruits and vegetables for an expanding and diverse market of domestic and international buyers. The activity envisions an empowered, inclusive, and informed private horticulture sector in partnership with the Government of Tanzania (GOT) that achieves greater domestic and export competitiveness and resilience to market and climate shocks. The activity will build on existing momentum by using existing relationships with public and private sector actors to sustainably increase economic opportunities in horticulture market systems, especially for youth and women. De-risking innovation will involve direct financial support through the grants under contract (GUC) mechanism to share capital investment costs with lenders and partners, as well as information and analysis to support risk-taking by broad groups of market actors. Localization will empower local partners, including MSMEs, government, and financial institutions, to take ownership of the activity's goals and objectives. The activity will also focus on building the capacity of local partners to implement and sustain the activity's outcomes. The activity's work plan for Fiscal Year 2023 is subdivided into three main categories: startup and mobilization, deliverables and reports, and technical implementation. The work plan outlines tasks and sub-tasks, responsible persons or teams, process results or outputs, and anticipated timeframes. The senior management committee will use this work plan to follow up and measure progress of the activity's implementation throughout the year. The activity's approach is based on the following key principles: * Building on existing momentum to sustainably increase economic opportunities in horticulture market systems, especially for youth and women. * De-risking innovation to lower the cost for market actors to adopt improved technologies, quality standards, and inclusive business models. * Localization to empower local partners to take ownership of the activity's goals and objectives. * Capacity building to build the capacity of local partners to implement and sustain the activity's outcomes. The activity's expected outcomes include: * Strengthened horticulture market systems, including increased enterprise and employment opportunities. * Increased access to climate-smart agricultural technologies and training for smallholders and producer organizations. * Strengthened enabling environment for market systems, including improved regulatory frameworks and policies. * Empowered, inclusive, and informed private horticulture sector in partnership with the Government of Tanzania (GOT) that achieves greater domestic and export competitiveness and resilience to market and climate shocks. The activity's expected impact includes: * Increased economic opportunities in horticulture market systems, especially for youth and women. * Improved rural incomes derived from the horticulture sector. * Increased sales, enhanced supply chain relationships, new employment and entrepreneurship opportunities. * Greater domestic and export competitiveness and resilience to market and climate shocks.
