Abstract
The Hub's achievements from June 24, 2022 to June 23, 2023, are documented in this Annual Performance Report for the United States Agency for International Development (USAID). The report focuses on the period from June 24, 2022 to June 23, 2023, also known as Implementation Year 4 (IY4). The organization of this report follows the structure of the Hub's approved work plan. The Hub organizes its work in four workstreams: the Data Management Platform (DMP), the Web Platform, Knowledge and Learning (K&L), and Management. Highlights for the four workstreams are summarized below and described in further detail in each section. The Data Management Platform (DMP) workstream made significant improvements during IY4. There were 29 FEWS NET Data Warehouse and FEWS NET Data Explorer (FDE) releases that added 796 new features, changes, and improvements to the system. These improvements include those made to data ingestion, user interfaces, analytical tools, and visualization prototypes, and RESTful Application Programming Interface improvements. Most notably, the Data Team, with assistance from the Hub's Knowledge and Learning and Web teams, opened up the FDE to the public, giving users access to FEWS NET's data in a new and interesting way. Along with these improvements, basic maintenance, bug resolution, and system upgrades were continued. The platform held an average "uptime" of 99.93 percent during the year, and from April through June 2023, the FEWS NET Data Warehouse (FDW) had an average "uptime" of 99.97 percent, above the target annual threshold of 99.70 percent. The Web Platform workstream transitioned from a Sprint process for the legacy fews.net site with a separate process for the fews.net web refresh to a single, unified, Sprint process for the new Drupal 9 website. FEWS NET moved from managing and maintaining the previous version of the fews.net website to a manage, maintain, and improve phase of the newly launched refreshed site. For the legacy site (June 22 - April 23), five public-facing website releases were deployed to maintain security and functioning of the platform throughout the year. Thirty-four website-related issues and requests were successfully addressed and closed via the Helpdesk. For the refreshed website (April 23 - present), a software upgrade from Drupal 7 to Drupal 9 was completed, including a new software platform. Updates were made to the website design, and support for integrated and interactive data visualizations and content management was greatly enhanced. Twelve releases with further updates and enhancements were deployed since the website launch. Throughout the transition, uptime for the fews.net website was 99.99 percent. The Knowledge and Learning (K&L) workstream made significant progress during IY4. The FEWS NET Exchange was expanded, and the FEWS.NET website refresh was managed. The FEWS NET Learning Platform was also expanded, and knowledge and learning practices were supported and expanded. Adaptive management was supported and extended, and knowledge management support was extended. Outreach activities were planned and implemented, and communications were extended to support outreach and improve use of platforms. Brand management was also a focus area. The Management workstream was responsible for project management, workstream prioritization, and collaboration and consultation across the FEWS NET project. Major achievements included the management of the FEWS NET Data Management Platform, the Web Platform, and the Knowledge and Learning workstream. Workstream prioritization and management were also key areas of focus. The Management workstream collaborated and consulted across the FEWS NET project, and workstream reporting was also a key area of focus. Overall, the FEWS NET Learning and Data Hub made significant progress during IY4, with improvements in the Data Management Platform, the Web Platform, Knowledge and Learning, and Management workstreams. The Hub's achievements are documented in this Annual Performance Report, which provides a comprehensive overview of the Hub's activities and accomplishments during IY4.
