Abstract
The main purpose of the project was to develop the institutional capacity and tools of the Analytical Center of the Agrarian Union of Ukraine (ASU) for analyzing agricultural policy and protecting the interests of agricultural producers. The project had two main objectives: to develop the expert potential of the ASU for conducting agricultural policy analysis and implementing a system of electronic communication between experts, the Analytical Center of the ASU, regional representations of the ASU, and profile authorities; and to form the position of the ASU and monitor the political and legislative situation in four areas of agricultural policy: 1) land market reform, 2) development of a system of financing agricultural producers, 3) formation of a favorable tax regime and state subsidies, and 4) price formation and regulation of agricultural products. The project achieved significant results, including the establishment of a functioning system of electronic communication between the Analytical Center of the ASU, regional representations of the ASU, enterprises-members of the ASU, experts, and profile authorities. The system was accessible through a web-resource and a special software program for Windows operating system. The project also formed a professional circle of experts for conducting agricultural policy analysis, which consisted of almost 1,000 competent individuals. The ASU developed a position on four areas of agricultural policy, including land market reform, development of a system of financing agricultural producers, formation of a favorable tax regime and state subsidies, and price formation and regulation of agricultural products. The ASU also participated in the work of the working groups of the Ministry of Agrarian Policy and Food of Ukraine, prepared materials for the inter-factional "Agrarian Union" created by deputies of the Verkhovna Rada of Ukraine, and participated in the meetings of the Agrarian Forum of Ukraine and its Coordination Council. The project achieved a significant number of economic decisions, normative-legal acts, and administrative procedures analyzed in the formation of the position of the ASU, exceeding 500. The project also developed and presented to the public and interested parties a significant number of projects of economic decisions, normative-legal acts, and administrative procedures, including 20 documents on land market reform, 15 documents on the development of a system of financing agricultural producers, 20 documents on the formation of a favorable tax regime and state subsidies, and 10 documents on price formation and regulation of agricultural products. The project also achieved a significant number of analytical documents developed and presented to the public and interested parties, exceeding 60 documents. The project also developed and presented a significant number of information and analytical materials through the system of electronic communication "Agrarian Center. Communication" between the Analytical Center of the ASU, regional representations of the ASU, and profile authorities, exceeding 30,000 news, 19 categories of topics for discussion, and 1,920 publications on the forum. The project also achieved a significant number of professional users, exceeding 763 individuals, and a significant number of personal pages of experts-analysts in the system of electronic communication, exceeding 763 individuals. The project also achieved a significant number of individual pages of regional representations of the ASU, enterprises-members of the ASU, experts, and profile authorities, exceeding 1,333 individuals. The project also developed a significant number of analytical documents on the legislative framework in the system of electronic communication "Agrarian Center. Communication", exceeding 650 pages. The project also achieved a significant number of lessons learned, including the importance of active position and support of the international community in achieving success in regulatory activities in the agricultural sector of Ukraine.
