Abstract
ALTHOUGH RNDP MANUAL WAS COMPLETED ON SCHEDULE, THE PILOT PROJECT STUDY (PPS) AT ANGELES CITY TO DETERMINE AND SOLVE ROAD TRANSPORTATION PROBLEMS WAS UNSUCCESSFUL. THE PPS LACKED ADEQUATELY TRAINED STAFF TO COMPLETE THE PPS IN THE ALLOTED 3 MONTHS TIME, DUE TO COMPLEX DATA COLLECTION AND ANALYSIS PROCESSES. STAFF ALSO WERE UNABLE TO DEVELOP A TRAINING PROGRAM FOR GOVT OF PHILIPPINE (GOP) PERSONNEL. IT WAS DIFFICULT TO CONFORM TO ANY RESEARCH SCHEDULE DUE TO THE PROJECT'S INITIAL INVESTIGATORY NATURE AND INFLEXIBLE GOP PERSONNEL SCHEDULES. THE MAIN TRANSPORTATION DEVELOPMENT PROBLEM, HOWEVER, WAS CITY DEVELOPMENT ASSISTANCE PROJECT (CDAP) PERSONNEL'S INSUFFICIENT KNOWLEDGE OF THE FORCES SHAPING CITY DEVELOPMENT AND DICTATING THE TYPES AND LOCATION OF FUTURE LAND USES. DESPITE THE GENERAL LACK OF PROGRESS, EVALUATOR FEELS RNDP, PPS PARTICIPANTS HAVE RECEIVED SUFFICIENT TRAINING TO INDEPENDENTLY CONDUCT RNDP STUDIES ON A SMALLER SCALE THAN THE ANGELES CITY PPS. IN FUTURE RNDP STUDIES, HOWEVER, SUFFICIENT TIME SHOULD BE ALLOWED FOR PROJECT COMPLETION. ALSO, IF STUDY PROCEDURES WERE SIMPLIFIED CDAP STAFF COULD MORE EFFECTIVELY ANALYZE THE VOLUME AND CAPACITY OF ALL MAIN ROADS TO DETERMINE WHICH ROADS WERE OPERATING AT OR ABOVE CAPACITY BETWEEN 6-8 AM AND 4-6 PM. SINCE OTHER FACTORS THAN TRAFFIC FLOW, SUCH AS CONSTRUCTION AND DEVELOPMENT ACTIVITIES NEAR ROADS PREVENT WIDENING ROADWAYS, SUCH FACTORS SHOULD BE DETERMINED AND UNDERSTOOD BY GOP PERSONNEL. RNDP PLANNING PROCESS COULD BE SIMPLIFIED FOR ALL CITIES BY DEVELOPING TRAFFIC REGULATIONS IN RELATION TO LAND USE AND TO ADJACENT ROUTES. LAND USE STUDIES WOULD ALSO MAKE IT POSSIBLE TO PREDICT TRAFFIC VOLUMES IN RELATION TO LAND USE AND, WHERE NEEDED, TO DESIGN ROAD SECTIONS OF ADEQUATE CAPACITY TO HANDLE INCREASED TRAFFIC FLOW.
