Abstract
The bulk of the project"s implementation and administration burden was the responsibility of UNICEF and of GOB project staff. A.I.D. interventions included funding of UNICEF-implemented sanitation and safe water seminars for communal administrators; publication of a manual on spring capping construction and maintenance; and (65% of A.I.D."s contribution) the procurement of construction materials and equipment. A planned observation trip to Malawi never took place. However, one unplanned output, the construction of 398 laundry tables near the springs, was achieved. A final evaluation of the project was judged unnecessary because of UNICEF"s relatively effective implementation (which included inventories and mapping of all capped springs); because of the general difficulties of determining the project"s health and social benefits; and because USAID/B has shifted its program strategy away from unrelated small projects toward a focused concentration on agriculture and population.
