Project to assist A.I.D."s Bureau for Private Enterprise (PRE) in improving the design and implementation of projects to strengthen private sector financial institutions (PFI"s) - including, inter alia, banks, finance corporations, savings and loans, credit unions, venture capital firms, and insurance, leasing, and export trading companies - in selected developing countries.

Abstract
The project will fund TA in such areas as policy analysis, private enterprise financing, management training, accounting, auditing, and regulatory analysis to help PRE: identify the types of PFI"s to which A.I.D. should direct its assistance; develop pragmatic PFI programs that optimize return on investment; and encourage A.I.D. Bureaus and Mission to utilize PFI"s to stimulate LDC economic development. Long-term TA (108 person-months) will help PRE establish cost-effective mechanisms for promoting PFI development. Activities will include: analysis and assessment of PRE mechanisms developed to date; analysis of related financial market activities undertaken by multilateral development institutions; ongoing review of A.I.D. documents to determine the potential, needs, and major issues associated with developing PFI"s; development of a comprehensive roster of experts for use in PFI projects; and ongoing assistance in developing strategies and mechanisms to further promote the growth of these institutions. Short-term TA (90 person-months) will: support PRE in developing long-term plans for integrated PFI development in about 7 countries; help PRE design, implement, and evaluate PRE or Mission projects; and develop a methodology and carry out studies of the housing and urban finance system in a given country.
