Abstract

The program aims to strengthen the Government of Jordan's (GOJ) management systems and policies in the education and youth sectors. The TAP's primary objective is to support the GOJ in developing and implementing effective education and youth programs, improving learning outcomes, and enhancing the overall quality of education. The program's approach focuses on three key result areas: (1) strengthening GOJ management systems and policies, (2) increasing the requisite quantity and quality of human resources, and (3) ensuring the availability of requisite material and financial resources for effective education and youth program implementation. To achieve these results, the TAP will implement a range of activities, including technical assistance, capacity building, and infrastructure development. The TAP's partnership with the GOJ is critical to its success. The program will work closely with the Ministry of Education (MOE) and Ministry of Youth (MOY) to identify and address key challenges and gaps in the education and youth sectors. The TAP will also engage with other stakeholders, including international non-governmental organizations (INGOs), civil society organizations, and the private sector, to leverage their expertise and resources. The program's activities will be guided by a comprehensive annual work plan, which will outline the strategies, timelines, and key responsible parties for each activity. The annual work plan will also include a narrative and corresponding activities matrix with timeline, as well as annexes detailing the program's deliverables schedule and itemized and detailed budget. The TAP's approach is based on a deep understanding of the GOJ's organizational culture and the challenges it faces in implementing effective education and youth programs. The program recognizes that the GOJ's implementation of programs in the education and youth sectors is limited by an organizational culture that does not promote or perpetuate effective performance and innovation. To address this challenge, the TAP will work with the GOJ to develop and implement a range of interventions aimed at promoting a culture of performance and innovation. The program's activities will be designed to address the key challenges and gaps identified in the education and youth sectors, including poor learning outcomes, low levels of youth engagement, and a shortage of material and financial resources. The TAP will also work to improve the GOJ's capacity to manage and implement education and youth programs, including its ability to develop and implement effective policies and procedures. The TAP's impact will be measured through a range of indicators, including improvements in learning outcomes, increases in youth engagement, and enhancements to the GOJ's capacity to manage and implement education and youth programs.
