Summarizes unattached external evaluation (PD-AAW-138) of a project to create a private nonprofit "umbrella" organization, the Federation of Private Development Organizations (OPD"s) of Honduras (FOPRIDEH), to finance development activities sponsored by OPD"s, and provide TA, training, and representation to local OPD"s.

Abstract
Interim evaluation covered the period 1985-7/87 and was based on document review and interviews with project personnel and clients. The project has been successful in setting up a subproject selection, financing, and monitoring process, and its role as the provider of training TA to OPD"s continues to grow and is becoming established. The basis for the expected self-sufficiency at the end of the third year of the 5-year project was not made clear in the project design. Although some improvements can be made to increase service-generated revenues, FOPRIDEH and the OPD"s will continue to depend on grants and/or concessionary loans until the incomes of the ultimate clients reach levels that permit them to pay for services. The international fundraising campaign being prepared by FOPRIDEH management should be implemented as soon as possible. FOPRIDEH needs TA to help it assess impact at the beneficiary level and to better develop its training activities for members. Members see the provision of training as one of the most effective ways that FOPRIDEH can strengthen the OPD community. Action decisions are to: obligate an additional L2,000,000 immediately so as not to slow down project implementation; initiate regular policy dialogue meetings between FOPRIDEH and USAID/H; change the scope of work of the long-term advisor; and contract a consultant to help USAID/H study its overall management of PVO"s and examine issues concerning FOPRIDEH"s overall direction and self-sufficiency.
