Abstract
The policy applies to all FACTS and FACTS Info users and to all data contained in the system without exception. FACTS and FACTS Info contain Sensitive But Unclassified (SBU) and unclassified data. The SBU data included in FACTS and FACTS Info involves sensitivities such as confidential business information, trade secrets, contractor bid or proposal information, and source selection information. The disclosure of this information could harm the internal deliberative processes of the US Government. All FACTS/FACTS Info users are responsible for ensuring that reports and documents generated from FACTS/FACTS Info are clearly labeled with the appropriate source and sensitivity markings. The source information includes the Office of the Director of US Foreign Assistance, the data type, the data file header, the unit, and the date the report was generated. Reports and documents generated from FACTS/FACTS Info must be labeled with the following source information: * The Office of the Director of US Foreign Assistance * The data type (e.g., Contingency Plan, Performance Report, Mission Plan, etc.) * The data file header (e.g., 200X Actual Base, 200X OMB Narratives, etc.) * The unit * The date the report was generated In addition, if data obtained from FACTS or FACTS Info originated from an external source (e.g., World Bank or UNAIDS HIV/AIDS data included in Mission Plan narratives), the FACTS/FACTS Info user is required to cite the original data source when sharing this information. Much of the data in FACTS and FACTS Info is restricted to internal USG use, which restricts dissemination to USG personnel and individuals performing official government functions on behalf of the USG. However, not all data can be shared with all USG personnel, and much of the data in FACTS and FACTS Info cannot be shared outside the Department of State and USAID without special authorization. The table in Annex 1 summarizes the data available in FACTS and FACTS Info and the restrictions applicable to various types of information. SBU data, including financial data from the current fiscal year Operational Plan, is considered procurement-sensitive and must be treated as outlined in Annex 2. It should be shared as necessary and allowable and is restricted to USG use. Pre-decisional budget data is also considered SBU and subject to various restrictions. The types of data that fall into this category include organization type, organization type 2, partner, budget information, mechanism type, USG agency, mechanism name, benefiting bureau, benefiting country, and 200X Initial Plan. Data listed as Public in Annex 1 may be shared with other USG agencies and outside the USG. Budget data from FACTS/FACTS Info is publicly available on the F website, and requests for budget data should be addressed to [email protected]. Non-budget data from FACTS/FACTS Info that is listed as Public in Annex 1 may be shared without further clearance. Implementing partners may only share data listed as Public in Annex 1. Data pertaining to implementing partners in the current year Operational Plan is considered SBU and procurement-sensitive and cannot be shared outside of USAID and State. The clearance process for FACTS/FACTS Info data is outlined in Section 6 of the policy. The F Data Policy table in Annex 1 defines the levels of restriction that apply to various types of data. The table includes the following categories: Public, SBU, and SBU/NOFORN.
