Technical bottlenecks to efficient timber utilization in developing countries are discussed and clarified.

Abstract
The following topics are analyzed: (1) the principal factors inhibiting better management and utilization of timber resources in tropical countries; (2) the character and significance of the technical aspects of these factors; (3) practical steps to be taken by the host country or by external assistance agencies to overcome these technical problems; (4) the likely impact on timber resources and their utilization if such steps were taken. Information in the report is based on experiences in Latin America and on previous analyses by FAO, U.S. Forest Service, and other interested organizations. A number of examples of forestry projects in which U.S. expertise could be useful is discussed. Suggestions are made as to the potential benefits, including increased national income, more employment, and possible environmental benefits, to be gained from adequate forestry programs.
