Abstract
The project aims to increase access to quality services for at-risk groups and enhance Moroccan-led counter-violent extremism (CVE) initiatives. The project's geographical coverage is in the Tangier-Tetouan-Al Hoceima region, and it involves various stakeholders, including public partners, civil society organizations, and community-based organizations. During the reporting period of April to June 2023, Moroccan security forces conducted two sets of arrests of members of violent extremist organizations (VEOs). The arrests were made in Tangier, and the suspects were allegedly preparing to carry out terrorist attacks. The Moroccan government also launched the ANA MOUKAWIL program to support entrepreneurs, startups, and micro-enterprises. The FORSATY project has made significant progress in its sub-purposes. Under Sub-Purpose 1, the project has increased access to quality services for at-risk groups. Result 1, "Increasing numbers of marginalized individuals are successfully integrated into society," has seen significant progress, with more than 2,500 individuals receiving training in sustainable agriculture techniques. Women-headed households have shown higher adoption rates for all practices except mechanical land preparation. Under Sub-Purpose 2, the project has enhanced Moroccan-led CVE initiatives. Result 1, "Community members are sustainably engaged in inclusive actions to address vulnerabilities," has seen significant progress, with community members participating in CVE initiatives and receiving training on counter-narratives. Public actors have also increasingly supported community groups and initiatives. Under Sub-Purpose 3, the project has strengthened community resilience. Result 1, "Police and citizens create safer, more secure community environments," has seen significant progress, with police and citizens working together to prevent and respond to violent extremism. Result 2, "To advance the sustainable, inclusive civic engagement of Moroccan youth in local governance," has also seen progress, with youth participating in local governance initiatives and receiving training on civic engagement. The project has also made progress in its cross-cutting sub-purpose, Research and Learning Agenda. Result 1, "The Activity's intervention models are built on the results and recommendations of a comprehensive research agenda," has seen significant progress, with the project's intervention models being informed by research and recommendations. Result 2, "The Activity's learning agenda is a continuous culture/practice fed by systematic impact assessment, learning, and adapting," has also seen progress, with the project continuously assessing and adapting its interventions based on impact assessment and learning. The project has also made significant progress in its management and implementation. The project has received a total of USD 19,133,554 in funding and has expended a total of USD 19,599,269. The project has also made significant progress in its partnerships and collaborations, with various stakeholders participating in the project's activities and initiatives. Overall, the FORSATY project has made significant progress in its sub-purposes and cross-cutting sub-purpose, and has demonstrated its commitment to increasing access to quality services for at-risk groups and enhancing Moroccan-led CVE initiatives.
