Abstract
The program is contracted to Tetra Tech (Tt) Engineering Support Program (ESP), which has a core of technical professionals and administrative support staff based in Kabul. Satellite offices were established in multiple Afghan cities to facilitate site inspection activities. In late 2021, ESP local support for OI moved out of Afghanistan to offices worldwide due to the fall of the Afghan Government. Since then, ESP has provided technical and program support to assist USAID with the closeout of the OI Portfolio. The current contract period of performance ends on January 22, 2023. Throughout the second quarter of Fiscal Year 2022, ESP continued to provide technical and program support services to USAID, focusing on supporting the OI portfolio and ESP contract closeout. ESP Home Office staff addressed challenges arising from the fall of the Afghan Government and continued to make in-country payments for payroll and subcontractor/vendor invoices. The program maintained strict control of time billed and costs incurred under the program. ESP continued to perform reviews and coordinate with USAID and other stakeholders as directed. The program's efforts involved supporting USAID's OI portfolio and ESP contract closeout. The Engineering Support Program's work is sensitive in nature, and the current situation in Afghanistan has impacted the program's operations. As a result, this summary serves as a placeholder for the Engineering Support Program Fiscal Year 2022 Quarter 2 Report. The report will be uploaded to the site once the USAID Office of Infrastructure Mission closeout is complete. The program's activities and challenges during the second quarter of Fiscal Year 2022 highlight the complexities of providing technical assistance in a post-conflict environment.
