Abstract
The CDCS aims to support the Government of India in achieving its development goals, with a focus on sustainable development, economic growth, and poverty reduction. The CDCS is guided by the principles of collaboration, learning, and adaptation (CLA), which emphasize the importance of working together with stakeholders, including the Government of India, civil society, and the private sector, to achieve development outcomes. The CLAIM IDIQ contract is a key mechanism for implementing the CDCS. The contract provides flexible, on-demand support to the USAID/India Mission for assignments related to CDCS programming, design, and strategy. The CLAIM IDIQ also supports the development of performance indicator reference sheets (PIRS) and the implementation of monitoring and evaluation (M&E) activities. During the second quarter of 2021, Panagora Group, the implementing partner for the CLAIM IDIQ, continued to implement work orders (WOs) under the contract. The WOs included the Inclusive Development Assessment for CDCS, the Health Office COVID-19 Response Analysis, and the Greening the Grid performance evaluation. Panagora also provided support for the development of the CDCS PMP and CLA Plan. The CLAIM IDIQ Director holds frequent meetings with the activity management team (AMT) and team leaders (TLs) to discuss questions, problem-solve, and ensure close management of activities. Panagora has also maintained consistent protocols for effective communications and coordination between home office staff, WO teams, and subcontractors, such as Grant Thornton Bharat LLC (GTB). The CLAIM IDIQ has made significant progress in implementing WOs, with several WOs have been completed or are in progress. The IDIQ has also supported the development of PIRS and M&E activities, which are critical for tracking progress and evaluating the effectiveness of USAID/India's development programs. The CLAIM IDIQ has also supported the development of a CLA plan, which outlines the approach for implementing the CDCS. The CLA plan emphasizes the importance of collaboration, learning, and adaptation in achieving development outcomes. In terms of geographic focus, the CLAIM IDIQ has a strong presence in India, with a focus on supporting the Government of India's development goals. The IDIQ has also supported the development of programs and activities in other countries, including Nepal and Bhutan. The CLAIM IDIQ has a strong commitment to transparency and accountability, with regular reporting and monitoring of progress. The IDIQ has also established a robust system for tracking and managing WOs, including the use of a work order management system. Overall, the CLAIM IDIQ has made significant progress in implementing WOs, supporting the development of PIRS and M&E activities, and promoting CLA in the implementation of the CDCS. The IDIQ has also demonstrated a strong commitment to transparency and accountability, with regular reporting and monitoring of progress. The CLAIM IDIQ has also supported the development of a robust system for tracking and managing WOs, including the use of a work order management system. This system has enabled the IDIQ to effectively manage WOs, track progress, and ensure that activities are completed on time and within budget. In terms of recommendations, the CLAIM IDIQ has identified several areas for improvement, including the need for more effective communication and coordination between stakeholders, the need for more robust monitoring and evaluation of WOs, and the need for more effective management of WOs. The CLAIM IDIQ has also identified several opportunities for growth and expansion, including the need to increase the number of WOs, the need to expand the IDIQ's geographic presence, and the need to develop more effective partnerships with stakeholders.
