Abstract
The program seeks to develop and lead a resilience measurement system on the collective resilience at the population level, building the capacity of stakeholders to measure resilience and inform decision-making. Year 2 activities focus on refining resources and refining resources and re-piloting the Resilience Learning Journey (RLJ) curriculum with a select group of stakeholders to achieve Resilience Learning Journey Competencies and Milestones. The program organized consultative meetings with USAID to develop a common understanding and strategy for the implementation of the RLJ and research products. RPM also piloted the RLJ content with cohort 1, presenting an opportunity to solicit feedback and inform revisions and adjustments for the content. Objective Two: Year 2 activities focus on foundational activities, including formative research to design the panel and mixed-methods recurrent monitoring survey (RMS) and obtaining ethical approval from Somali and US institutions. The program has finalized the drought-focused formative research, producing a number of briefs on the capacity under the study. The report is scheduled for validation and finalization in the next quarter. The program has also designed a survey data collection instrument, which is in draft and awaits review and approval from the mission in the next quarter. Prior to the development of the tool, RPM worked closely with the USAID DO 2 team to develop a collective resilience framework indicators, detailing the Intermediate Results (IR) with their related list indicators and survey indicators for consideration in the panel instrument. The program has made significant progress in Year 2, including the refinement of resources and re-piloting of the RLJ curriculum, the finalization of the drought-focused formative research, and the design of a survey data collection instrument.
