Abstract
The program aims to collaboratively explore and test solutions for user-centered resilience measurement in USAID's focal zone in Somalia. RPM uses population-level resilience measurements and a participatory approach to facilitate the use of resilience-oriented result frameworks as a common entry point to unpack resilience learning concerns. The program's primary goal is to help aid stakeholders better align their interventions in a shared resilience vision, while strengthening the foundations for a collective impact in Somalia's recurrent and protracted crisis context. RPM will achieve this by conducting foundational engagement and piloting activities with participating stakeholders to increase their capacity to estimate individual contributions to collective resilience capacities. In Year 2, Objective 1 activities focused on refining resources and re-piloting with a select group of stakeholders to achieve Resilience Learning Journey Competencies and Milestones. The Resilience Learning Journey workshops reached 2 additional USAID Somalia Activities for cohorts 2 and 3, training 59 participants drawn from seven different Activities. These workshops have been successful in honing the participants' competencies in resilience and equipping them with the necessary skills to seamlessly integrate resilience concepts into their respective Activities. Objective Two in Year 2 focused on foundational activities, including conducting formative research to inform the design of the panel and mixed-methods recurrent monitoring survey (RMS) instruments and obtaining ethical approval from both Somali and US institutions. The program also continued to document new resilience stories articulating the resilience logic on real-world cases from UPG and STEP Activities, bringing the total number of resilience stories to eight. A strategic communication strategy was approved by the USAID Somalia mission, and a detailed comprehensive strategic communications plan is to be finalized in the next reporting period. This will advance knowledge sharing and decision-making, with tailored communication products being crafted for diverse audiences, ultimately fostering an environment of continuous learning, reflection, and adaptability. The program's progress on implementation is reflected in the successful completion of 6 workshops for three cohorts, with a total of 59 participants trained. The program has also made significant progress in documenting resilience stories and developing a strategic communication strategy. However, the program still faces challenges and opportunities, including refining resources and re-piloting with a select group of stakeholders, conducting formative research, and obtaining ethical approval. The program's planned activities for the next reporting period include continuing to offer technical support to Activities, finalizing the comprehensive strategic communications plan, and documenting new resilience stories. The program will also continue to monitor and evaluate its progress, making adjustments as necessary to ensure the successful implementation of its objectives.
