Abstract
Senior leadership has clearly communicated the importance of achieving small business contracting goals through the chain of command to the contract officer level. The Agency's Deputy Secretary, Chief Acquisition Officer, Senior Procurement Executive, senior program managers, and OSDBU Director have all demonstrated a commitment to small business utilization. Effective engagement of senior management in achieving small business goals is evident. The Agency's leadership has communicated the importance of achieving small business contracting goals to the contract officer level. This has resulted in a 20.81% increase in small business contracting dollars in 2014 compared to 2013. The Agency has demonstrated a commitment to small business contracting data quality. Regular training of acquisitions staff on issues, procedures, policies, and regulations impacting small businesses has been provided. This has resulted in a 29.30% increase in small business contracting dollars in 2014 compared to 2013. The Agency has demonstrated a commitment to growing their small business base and increasing awareness of contracting opportunities for small businesses. This has resulted in a 7.90% increase in women-owned small business contracting dollars in 2014 compared to 2013. The Agency has demonstrated a commitment to addressing and mitigating the adverse effects of contract bundling on small businesses. This has resulted in a 6.00% increase in small disadvantaged business contracting dollars in 2014 compared to 2013. The Agency has demonstrated compliance with Section 1691 of the National Defense Authorization Act (NDAA) of 2013. This has resulted in a 2.40% increase in service-disabled veteran-owned small business contracting dollars in 2014 compared to 2013. The Agency's overall small business contracting dollars increased by 29.30% in 2014 compared to 2013. The Agency's small business contracting percentages also increased in 2014 compared to 2013. The Agency's success in FY 2014 allowed it to increase dollars and percentages obligated in all four of the goals achieved. The Agency received an A+ on the Small Business Procurement Scorecard for FY 2014. This is the culmination of several years of hard work to implement the Agency's comprehensive procurement strategy. The Agency will strengthen its efforts to increase awards to small businesses in FY 2015. A special emphasis will be placed on attracting more HUBZone businesses. The Agency will focus on attending and coordinating events specifically for the HUBZone program. This will result in increased opportunities for HUBZone businesses to participate in the Agency's procurement process.
