Abstract
The activity is a 46-month USAID initiative that began on September 15, 2017, and is scheduled to end on June 30, 2021. The total contract budget for the activity is US$ 9,131,576.94. The activity has three main components: Component 1 focuses on improving transparency and effectiveness of public spending, Component 2 institutionalizes public-private dialogue on transparency, fiscal policy, and anti-corruption issues, and Component 3 takes steps to professionalize the civil service. The activity is implemented in partnership with the Government of Honduras (GOH) to ensure that public money is spent most economically and efficiently, with minimal waste and theft. The GOH has made commitments to implement transparency and anti-corruption measures as part of the Alliance for Prosperity of the Northern Triangle (A4P) Plan and the Open Government Partnership (OGP) Fourth Action Plan (2018-2020). The Fiscal Transparency Activity is contributing to these efforts by fostering transparency and accountability and implementing anti-corruption legal frameworks. This is expected to improve the business-enabling climate in Honduras and promote a level playing field for investment. The activity has received additional funding to address corruption issues and promote transparency in the use of COVID-19 dedicated resources. A new contract end date of June 30, 2021, and US$ 700,000 in incremental funding were included in contract modification No. 7 issued on July 6, 2020. An additional US$ 300,000 was included in Modification No 8 issued on October 9, 2020. The Year 4 annual work plan covers prioritized activities that can be implemented in line with these modifications. The plan focuses on improving transparency and effectiveness of public spending, institutionalizing public-private dialogue on transparency, fiscal policy, and anti-corruption issues, and taking steps to professionalize the civil service. The activity is implemented in partnership with the GOH and is expected to contribute to improving the business-enabling climate in Honduras and promoting a level playing field for investment. The activity's success will depend on the effective implementation of its components and the GOH's commitment to transparency and anti-corruption measures.
