Abstract
The project aims to support USAID, the Ministry of Health and Social Action (MSAS), the Ministry of National Education (MEN), and the Ministry of Water and Sanitation (MEA) to improve the functionality and effectiveness of the Government-to-Government (G2G) components. The PAT-FD project is guided by an Activity Implementation Framework, which outlines four key tasks. Task 1 focuses on ensuring the success of G2G activities and supporting documentation. Task 2 aims to support the sustainability of gains in health, education, and water and sanitation. Task 3 ensures that G2G agreements comply with USAID requirements and are consistent with Government of Senegal policies and procedures. Task 4 strengthens the capacity of the Government of Senegal to manage results. Key results for the year under review include the implementation of G2G activities, the development of supporting documentation, and the strengthening of the capacity of the Government of Senegal to manage results. The project also supported the sustainability of gains in health, education, and water and sanitation. Additionally, the project ensured that G2G agreements complied with USAID requirements and were consistent with Government of Senegal policies and procedures. Monitoring, evaluation, research, learning, and adaptation are critical components of the PAT-FD project. Process monitoring, performance monitoring, and evaluation are used to track progress and identify areas for improvement. Learning activities are implemented to enhance the capacity of project staff and stakeholders. Data quality is a key consideration, and efforts are made to ensure that data is accurate, reliable, and usable. Cross-cutting issues, such as gender mainstreaming, compliance with environmental regulations, and sustainability and local ownership, are also addressed by the project. The project administration is responsible for managing the project's day-to-day activities, including financial management, human resources, and logistics. The PAT-FD project has achieved several success stories, including the establishment of a Direct Financing Approved Technical Group (GTH-FD) to coordinate USAID Direct Financing Technical Assistance Project activities in the education sector. The project has also supported the development of a pirogue ambulance to open up the island of Carabane to the rest of the world. The project's performance is tracked using a performance indicator tracking table, which provides a snapshot of progress against key indicators. The project's financial report is submitted separately, and the use of allocated funds is monitored and tracked. The project's achievements are reflected in the milestones achieved, which are measured against the project's objectives and targets.
