Abstract
This module is part of the Government Technical Assistance Provider (GoTAP) Component of the USAID/Senegal Health Program, which aims to support the Government to Government Direct Financing mechanism known as G2G. The G2G mechanism involves USAID directly granting funds to the Government to enable it to achieve a level of performance set in advance in a contract referred to as a "letter of implementation". The training module on materials accounting is designed to provide quality technical support to the entities benefiting from or involved in the implementation of the G2G mechanism. The module covers ten areas, including health information, planning, monitoring/evaluation, internal control, human resources management, financial and accounting management, procurement, materials accounting, direct financing, public finance reform, and State budget management. The module is part of a toolkit that will be used to support training activities targeting entities benefiting from or involved in the implementation of the G2G mechanism. The overall goal of the training module is to raise the skills of agents to levels that will enable them to achieve the objectives of the National Health and Social Development Plan (PNDSS) and the G2G mechanism. The module is designed to provide participants with the knowledge and skills necessary to efficiently manage financial resources put in place by G2G funded programs. The training module is divided into six thematic units, including materials accounting definition and specifics, stakeholders in materials accounting, administrative management procedures, materials accounting management procedures, materials accounting standard documents, and learning implementation plan. The training module emphasizes the importance of materials accounting in the health and social welfare sector, particularly in the context of the G2G mechanism. Materials accounting involves the tracking and management of materials, supplies, and equipment used in the delivery of health services. The module provides participants with an understanding of the specificities of materials accounting, including the distinction between items of the first group and items of the second group, chart of accounts, and codification of items. The training module also covers the administrative management procedures in materials accounting, including the entry voucher, exit voucher, provisional exit voucher, acceptance of delivery report, stock card for items of the second group, inventory write-off report, journal, and general ledger. The module provides participants with a comprehensive understanding of the materials accounting management procedures and the standard documents used in the process. The training module is designed to be implemented over a period of time, with a learning implementation plan that outlines the objectives, activities, and evaluation criteria for each thematic unit. The module is intended to be used as a training tool for entities benefiting from or involved in the implementation of the G2G mechanism, with the goal of raising the skills of agents to levels that will enable them to achieve the objectives of the PNDSS and the G2G mechanism. The training module is part of a broader effort to strengthen the capacities of the health and social welfare sector in Senegal, with a focus on results-based management and the efficient use of financial resources. The module is designed to be used in conjunction with other training modules and tools, with the goal of providing a comprehensive training program for entities benefiting from or involved in the implementation of the G2G mechanism.
