Abstract
The module was prepared by Abt Associates and submitted to the USAID Mission to Senegal in August 2019. The training module aims to equip participants with the knowledge and skills necessary to implement direct financing mechanisms in the health and social welfare sector. The module covers key concepts, including the definition of direct financing, the instruments implemented by USAID in Senegal, and the principles of the Government-to-Government (G2G) direct financing mechanism. The module is structured into five thematic units, each focusing on a specific aspect of direct financing. Unit 1 provides an overview of the context and main challenges of direct financing, while Unit 2 explores the goal and ties with national policies and strategies. Unit 3 delves into the key concepts of direct financing, including definition, instruments, milestones, deliverables, and principles of the G2G direct financing mechanism. Unit 4 focuses on G2G financing mechanisms, including the description of flows of funds, the budget, and audit procedures. Unit 5 outlines the implementation procedures for G2G direct financing, including the stages and annual cycle of the mechanism. The module is designed to be implemented over a period of time, with a learning implementation plan that outlines the objectives, activities, and expected outcomes of the training. The module contents per unit are detailed, providing a comprehensive overview of the key concepts and procedures related to direct financing. The training module is intended for staff in charge of implementing G2G programs, including those from the Ministry of Health and Social Welfare, the Ministry of Finance and Budget, and other relevant institutions. The module is expected to equip participants with the knowledge and skills necessary to implement direct financing mechanisms effectively, thereby contributing to the improvement of health and social welfare services in Senegal. The module is based on the Public Financial Management Risk Assessment Framework (PFMRAF) and the Medium-Term Expenditure Framework (MTEF), which are key instruments for managing public finances in Senegal. The module also takes into account the National Health Development Plan (PNDS) and the National Malaria Control Program (PNLP), which are critical to the health sector in Senegal. Overall, the training module on direct financing in the health and social welfare sector is a comprehensive resource that provides participants with the knowledge and skills necessary to implement direct financing mechanisms effectively.
