Abstract
The program aims to collaboratively explore and test solutions for user-centered resilience measurement in USAID's focal zone. The program uses population-level resilience measurements and a participatory approach to facilitate the use of resilience result frameworks as a common entry point to unpack resilience learning concerns. The program helps aid stakeholders better align their interventions in a shared resilience vision, while strengthening the foundations for a collective response in Somalia's recurrent and protracted crisis context. The program focuses on four key areas: social inclusion, collaboration and outreach, local engagement, and exit strategies, as well as environmental mitigation and monitoring. The program has made significant progress in implementing its activities, with a total of 36 partner staff from 15 organizations participating in the Resilience Learning Journey (RLJ) curriculum. The program has also documented 3 resilience stories, with 2 more in development from Baidoa and Bardhere districts. The resilience stories are housed in the Resilience Capacities Inventory, which showcases the resilience capacities that USAID partners are enabling access to address shocks and stresses. The program has also made progress in conducting formative research to inform the design of the panel and mixed-methods recurrent monitoring survey (RMS) instruments. The literature review, qualitative and quantitative formative research, and data collection instruments have provided valuable insights into drought-related resilience capacities, coping strategies, and resilience measurement and data collection instruments. The program has successfully completed the design of the panel survey data collection instruments and has begun data collection in the target districts. The data collection will target 3380 households in 12 districts, with progress to be reported in the next period. The program has also progressed further in co-creating a concept note for humanitarian assistance cost-benefit analysis (proof of concept) with USAID.
