Abstract
The project is funded by the United States Agency for International Development (USAID) and is implemented by Tetra Tech ES, Inc. The project's objective is to increase access to clean energy in Pakistan, with a focus on promoting gender equality and social inclusion. The project's methodology involves a desk review of existing policies and laws related to energy and gender, as well as primary data collection through surveys and interviews with stakeholders. The assessment found that the energy sector in Pakistan is dominated by men, with limited opportunities for women to participate in decision-making and leadership positions. The assessment also identified several challenges, including a lack of policies and laws that promote gender equality and social inclusion in the energy sector. The assessment found that the energy policies in Pakistan do not adequately address gender equality and social inclusion. The policies focus primarily on increasing energy access and reducing energy poverty, but do not consider the specific needs and challenges of women and marginalized communities. The assessment also found that the investment climate policies in Pakistan do not provide adequate support for women-led businesses and entrepreneurs. The assessment identified several best practices in the energy sector that promote gender equality and social inclusion. These include policies and laws that promote women's participation in decision-making and leadership positions, as well as programs that support women-led businesses and entrepreneurs. The assessment also identified several challenges and limitations, including a lack of data and research on the energy sector's impact on women and marginalized communities. The assessment found that the energy sector in Pakistan has a significant impact on the environment and social norms related to land rights. The sector's large-scale investments can lead to displacement and resettlement of communities, particularly women and marginalized groups. The assessment also found that the energy sector's impact on energy consumers, particularly women, is significant, with many women facing challenges in accessing and using energy services. The assessment identified several recommendations for the SEP project, including strengthening gender integration in energy sector policies and laws, supporting diversity in the workforce, and strengthening opportunities for women's economic empowerment and entrepreneurship within renewable energy investments. The assessment also recommended strengthening compliance with international standards on environmental and social impact assessments within investments, supporting and strengthening policies and investments that promote equality and opportunity among energy consumers, and addressing gender-based violence. The SEP project's gender action plan aims to address the challenges and limitations identified in the assessment. The plan includes several strategies and interventions, including strengthening gender integration in energy sector policies and laws, supporting diversity in the workforce, and strengthening opportunities for women's economic empowerment and entrepreneurship within renewable energy investments. The plan also includes strategies for addressing gender-based violence and promoting equality and opportunity among energy consumers. The SEP project's implementation will be supported by several strategic partners, including the Asian Development Bank, the International Finance Corporation, and the Food and Agriculture Organization. The project's monitoring and evaluation framework will include several indicators and metrics to track progress and impact. The SEP project's gender action plan is a critical component of the project's overall strategy and implementation plan. The plan aims to promote gender equality and social inclusion in the energy sector, and to address the challenges and limitations identified in the assessment. The plan's strategies and interventions will be implemented through a collaborative effort between the SEP project team, stakeholders, and partners.
