Abstract
The evaluations were commissioned by the Office of Gender Equality and Women's Empowerment and the Planning, Learning, and Coordination Office in USAID's Bureau for Economic Growth, Education, and Environment. A total of 117 projects were evaluated across various sectors, including economic policy, trade and regulatory reform, private capital management, development credit, education, forestry and biodiversity, water, energy and infrastructure, global climate change, and land tenure and resource management. The evaluations were conducted by Management Systems International, a Tetra Tech Company, and the Palladium Group, in collaboration with the E3 Analytics and Evaluation Project. The evaluations focused on assessing the integration of gender considerations into project design, implementation, and evaluation. The results showed that while some projects addressed gender components, many others failed to do so. For instance, only 40% of the economic policy sector evaluations addressed gender components, while 60% of the education sector evaluations did so. The evaluations also found that the majority of projects did not disaggregate evaluation findings by sex at all levels, and only a small percentage addressed differential access or benefits by gender. However, some projects demonstrated strong gender analysis, which helped to identify and address gender gaps and empower women. The study findings, conclusions, and recommendations highlighted the need for improved gender integration in project design and implementation. The report emphasized the importance of conducting thorough gender analyses and incorporating gender-sensitive indicators and evaluation questions. It also recommended that projects prioritize the empowerment of women and girls, and address the social and cultural norms that perpetuate gender inequality. The evaluations were conducted in various regions, including Africa, Asia, and Latin America. The results showed that the integration of gender considerations varied across regions, with some regions demonstrating stronger gender analysis and integration than others.
