Abstract
The project aims to improve the performance of Georgian institutions that play a strategic role in the implementation of the Government of Georgia's reform program and USAID's development objectives. HICD 2020 has successfully completed administrative and logistical start-up procedures, and the project team has researched the needs of potential partner institutions to be nominated for HICD 2020's assistance. The project conducted the Indefinite Quantity Subcontract (IQS) procurement process, held two bidders' conferences, and signed nine IQS with local organizations/firms to deliver capacity-building as part of the HICD 2020's scope of work. The project also completed preliminary needs assessments of the first four partner institutions and received USAID's approval of the Year One Work Plan. The project plans to implement three HICD interventions: the Georgian Young Lawyer's Association (GYLA), the Electricity System Commercial Operator (ESCO), and the State Fund for Protection and Assistance of Victims of Human Trafficking (ATIPfund). The project will also implement two Targets of Opportunity for the Georgian Revenue Service (GRS) and the Regional Civil Society Network (R-CSN). The project has four components: HICD Interventions, Targets of Opportunity, Participant Training Support, and Building Local HICD Capacity. The HICD Interventions component aims to improve the overall performance of partner institutions through a wide array of performance solutions in the context of all human performance factors. The Targets of Opportunity component focuses on specific sections/roles of partner institutions, rather than the institution as a whole. The Participant Training Support component provides participant processing services to all USAID programs in Georgia. The Building Local HICD Capacity component aims to develop the capacity of GoG agencies, local CSOs, and private sector institutions to provide training and organizational and management services. The project has made significant progress in the first quarter, including completing all administrative and logistical procedures related to project start-up, conducting two bidders' conferences for the IQS procurement, and signing nine IQS with local organizations/firms. The project has also begun preparation for three HICD programs for the Georgian Young Lawyer's Association, the Electricity System Commercial Operator (ESCO), and the State Fund for Protection and Assistance of Victims of Human Trafficking (ATIPFund) and two Targets of Opportunity interventions for the Georgian Revenue Service (GRS) and the Civil Development Agency (CiDA) and the Regional Civil Society Network (R-CSN).
