Abstract
in conjunction with its consortium members, Chemonics International and Performance Design Partners. The project aims to improve the performance of Georgian institutions that play a strategic role in the implementation of the Government of Georgia's reform program and USAID's development objectives. HICD 2020 began operations on September 21, 2015, and is funded by a $7,389,074 contract. During the period from April 1 to June 30, 2018, HICD 2020 successfully continued implementing the planned technical activities under all four project components. Under Component I – HICD Interventions, HICD 2020 completed the implementation of Solution I from the Performance Solutions Package (PSP) for the State Fund for Protection and Assistance of Victims of Human Trafficking (ATIPfund). This resulted in the development of a robust long-term mandate and strategy documents, a three-year strategic action plan, a communication and outreach strategy, and a communications action plan. In addition, HICD 2020 completed the HICD program at the National Intellectual Property Center of Georgia, Sakpatenti. The program produced a Business Process Manual for Sakpatenti's core, management, and support processes, including process and performer-level key performance indicators (KPIs), a Quality Management handbook, and a staff training and capacity development system. Under Component II – Targets of Opportunity (TO), HICD 2020 developed Business Process Management Software (BPMS) specifications for the Caucasus Environmental NGO Network (CENN), developed a draft concept paper for certification of procurement officers under the scope of assistance to the State Procurement Agency (SPA), and delivered fundraising training for the Georgian Association of Social Workers (GASW). The results of the post-training survey/test demonstrated a 43% knowledge increase by participants after the training. HICD 2020 also continued working intensively with the Georgian National Communications Commission (GNCC) to reconfigure selected business processes, the National Food Agency (NFA) to finalize the communications/PR strategy and corresponding action plans for food safety and animal health directions, the Agricultural Cooperatives Development Agency (ACDA) to develop a comprehensive monitoring system, and the Multimedia Education Center (MEC) to develop a viable business model for the organization. In addition, HICD 2020 continues to provide assistance in human resource management to CENN and the National Agency of Mines (NAM). Under the Local HICD Capacity Building component, HICD 2020 delivered a training in Proposal Writing to the Indefinite Quantity Subcontract (IQS) II holders as part of the Leading through HICD (LTHICD) training series. Upon completion of the training, the participants demonstrated a 21% knowledge increase. The LTHICD program serves as a key element of the project's approach to building the capacity of Georgian service providers to independently implement HICD interventions. The project's accomplishments for this quarter include the development and approval of all deliverables for ATIPfund Solution II, completion of the HICD program at Sakpatenti, development of BPMS specifications for CENN, and delivery of fundraising training for GASW. HICD 2020 plans to produce the performance assessment findings and recommendations for an HICD partner organization, the International Society for Fair Elections and Democracy (ISFED), during the next reporting period.
