Proj Eval Summary assesses 1977 implementation of Dvlp Program Grant to Goodwill Industries of America (GIA) to assist in strengthening GIA"s capacities to effectively plan, design & evaluate its rehabilitation program for Latin America & Africa.

Abstract
PES based on GIA Hdqtrs visit, records of grant activities, & supplementary report from GIA"s Director of Intl Operations. GIA approach has been modified to emphasize regional dvlp by consortia of private voluntary organizations (PVO"s) in the field, rather than single country projs as previously anticipated. Efforts have been made to identify indigenous leadership in each geographical area to carry out proj objs of: gathering & assessing data on current state of voc rehab programs; designing new programs to serve the handicapped; & evaluating feasible program alternatives. Proj has achieved its most notable success to date in Lat Am, where it is operating under auspices of the Grupo Latino Americano para Rehabilitacion Professional (GLARP) & in collaboration with other PVO"s, in particular the Caribbean Inst for Mental Retardation & a Dutch state church PVO that has financed facility construction in Panama and Peru. GLARP has mounted 2 training workshops, 2 exec seminars, a plenary meeting, & has initiated a stat support system & a directory of Lat Am rehab sources. GIA program in Africa has suffered from GIA staffing lag; an Afr Programs Coord is now on board & exploratory visits were made in 12/77-1/78 to several W Afr countries. GIA working in partnership with Peace Corps on rehab projs in Korea, Thailand & Philippines. Relations established with other US PVO"s including People to People, Partners of the Americas, AFREHAB, VITA, Sister Cities, PACT, Kiwanis and Lions Clubs. Local resistance, limited resources available to indigenous PVO"s & low priority given voc rehab in dvlp countries were anticipated problems. Identification & motivation of local leadership has proven to be sine qua non of program dvlp. AID directs GIA to move more vigorously in Afr during grant"s final year; dvlp greater awareness of intl needs among US branches; formulate intl dvlp strategy.
