Abstract
480 Title III wheat to improve the Government of Sudan"s (GOS) balance of payments position. Phase I of the program will provide 574,000 MT"s of Title III wheat to the GOS over 5 years (1979-83). Some $100 million in local currency generations will fund subprojects (SP"s) in the south (44%) and northern central regions (56%). The Ministry of National Planning will coordinate SP implementation in 7 areas. The SP"s will: (1) re-lay railway line so as to concentrate lighter locomotives in the southern routes, increasing the number of freight trains from once a week to thrice a day and roughly tripling annual capacity; (2) build rural water supply infrastructure in both the North (aquifers, water stations, and handwells) and the South (catchments, wells, and pump workshops) and livestock stations along a l,600-km route used by traditional herders, expand livestock disease control programs, rehabilitate livestock/crop production in the South, fund research to improve small grain production, marketing, and storage (including a study of grain demand and supply) and build and operationalize a research/training station at Yambio and a Department of Agricultural Statistics in the Ministry of Agriculture; (3) build primary health care facilities, build wells and protect them from contamination, and provide in-country training to traditional health workers and sanitary overseers, along with some participant training and TA; (4) build housing for permanent rural planning staff in each province; (5) build and repair signalling, water passage, and dock/shop facilities along Sudan"s rivers, acquire new vessels/equipment, and provide related training; (6) fund a Gezira University outreach program to promote rural cottage industry, train small farmers in new production methods, disseminate health/sanitation information, and conduct socioeconomic and environmental studies; and (7) undertake anti-desertification measures such as crop reseeding and reforestation, relocation of families (with compensation), alternative cropping systems for soil conservation, land management research, pilot development, and strengthening concerned institutions.
