Subproject (SP) to improve the capability of the Association Togolaise Pour le Bien Etre Familial (ATBEF) to provide family planning (FP) services and information in rural and semi-urban Togo.

Abstract
ATBEF will establish a contraceptive distribution network and expand its IEC activities. ATBEF will train auxiliary midwives from 60 rural clinics to distribute non-clinical contraceptives and FP information; ATBEF will also train the leaders of 40 women"s cooperatives to provide the same services. A small laboratory will be established at the ATBEF clinic in Lome to meet the need for prerequisite tests (e.g., simple urinary and blood tests) stipulated by the Government of Togo. ATBEF will also handle the logistics of receiving and storing A.I.D.-funded contraceptives and distributing them to all FP centers throughout Togo. ATBEF"s IEC activities will include production of audiovisual materials (e.g., calendars, posters) to promote FP,production of radio and television programs concentrating on FP within the maternal/child health care context, and hiring of eight motivators to promote FP on a individual and community basis throughout Togo. The motivators will be trained by ATBEF and provided with motorcycles. The SP is expected to reach 50% of women of reproductive age, 12% (36,000) of whom will be FP users by the end of the SP. The International Planned Parenthood Federation (ATBEF"s major sponsor) will also contribute to the SP, and TA for production of radio and television programs will be provided by Population Communication Services.
