Grant to Volunteers in Technical Assistance (VITA) to strengthen its appropriate technology information collection/dissemination system and support services by (1) improving its inquiry service center, (2) creating an information systems training program, (3) launching a communications satellite, and (4) developing an entrepreneur consulting program.

Abstract
To upgrade the quality of its inquiry service center, VITA will: (1) draft 120 state-of-the-art technical papers to replace existing documentation that is sent to first-time requesters and (2) respond to follow-up inquiries as needed. Over 500 VITA volunteers will assist in this process. VITA will create a program to identify and train information personnel from developing countries in the operation of specialized documentation centers and libraries. Areas of training will include: (1) information storage and retrieval (e.g., document acquisition, classification, cataloging, and abstracting) and (2) computer operations for management of information systems and services. VITA and Radio Amateur Satellite Corporation will co-finance the launch of PACSAT, a low-earth orbit communications satellite. Once in orbit, PACSAT will provide quick and inexpensive transmission of technical documents to, from, and within developing countries. A.I.D. funds will not support development and launch of the PASCAT program as support will be raised through private fundraising efforts. Finally, VITA will develop a consulting program to assist developing country entrepreneurs in the commercial use and licensing of technologies, and in brokering joint ventures with U.S. businesses for technology production. Ultimately, this function is expected to become self-supporting through fees-for-service.
