Abstract

The primary objective is to mitigate Greenhouse gases (GHGs) and toxic air contaminants in the workplace and Kabul City. The procedure begins with establishing a desire and motivation to mitigate GHGs. This involves becoming knowledgeable about the problem of GHG emissions and climate change, the role of utilities in causing and addressing the issue, and other utilities' mitigation activities. Additionally, it is essential to review regulations and policy to ensure compliance. A baseline GHG emissions inventory is then created to establish a starting point for mitigation efforts. This involves choosing and implementing an inventory protocol that meets future regulations. If inventorying takes considerable time, a rough emissions estimate is created to facilitate planning steps. The next step is to set goals for GHG mitigation. This involves reviewing organizational baseline emissions estimates, organizational motivations for mitigating, and mitigation goals set by other utilities and businesses. Targets set by existing climate change policies are also considered. Collaborative mitigation projects are identified by coordinating with other organizations that share similar goals. A list of mitigation alternatives is then delineated and categorized through a brainstorming process and the presentation of mitigation options. The alternatives are evaluated, and one or a set of alternatives are selected for implementation. This process enables Kabul Municipality to develop a comprehensive plan to reduce GHG emissions and protect the environment. The policy is applicable to all activities in the Kabul Municipality that have an impact on the environment. The procedure is designed to improve the environment by reducing emissions of Green House Gases (GHG) and toxic air contaminants in the workplace and Kabul City.
