Abstract
The plan aims to provide a summary of ground transport capacity, convoy frequency, and mobile security specifics. Ground transport logistic support will be employed by Tetra Tech when cost, risk, and scheduled delivery of material and equipment can be minimized. A local logistics subcontractor familiar with terrain, conditions, and local populace will provide ground transport logistic support. Due to security conditions, air transport is currently the primary means of equipment and material delivery. However, ground transport will be initiated when one or more of the following criteria have been met: flight operations cannot be conducted for a sustained period due to threat conditions, movement requirements exceed the planned monthly 60 block hours, or material and equipment cannot be transported with existing aviation assets. Convoy size will be limited to a maximum of five freight carrying vehicles and five 40' sea, air, land containers. Movement coordination will be the responsibility of Tetra Tech's Kandahar Operations Center, while the logistics subcontractor will provide internal movement control, including movement timelines, designated check points, and phase lines as required. The AMTEX laydown area will be used by Tetra Tech AESP for convoy staging purposes, while the 77 Construction laydown area will be designated as a secondary or alternate staging area. Communications will be provided by the logistics subcontractor and will be of sufficient bandwidth and strength to maintain continuous communications with Kandahar and Kajaki Operations Centers. Convoy utilization will be based on criteria cited in Section 2.0 Operations / Capacity, with a frequency of bi-weekly and or monthly movements. Departure and arrival times will be staggered in accordance with best security practices. Route selection and reconnaissance will be the responsibility of the logistics subcontractor, with all routes reviewed and approved by Tetra Tech's Risk Management Consultant (RMC). The rates of movement will be dictated by the current threat conditions, size of convoy, terrain (routes), and weather. Movement rates will be monitored by the Kandahar Operation Center. Movement execution is the responsibility of the contractor, with planning, loading and unloading, staging, actions at check points, breakdowns, recovery procedures, actions in response to hostile actions, communications, and security managed by the convoy commander. Convoy escort services will be the responsibility of the contractor, with the number of vehicles and capability in accordance with existing threat assessments. Area and mobile security will be the responsibility of the contractor, with contractor security plans to include Techniques, Tactics, and Procedures (TTPs) reviewed by Tetra Tech's RMC for viability and completeness.
