Abstract
The evaluation covered the period through 12/88. The evaluation found that the project is too new for a definitive evaluation of its accomplishments. However, HBCU researchers have become involved in A.I.D. programs and produced successful research. The project has demonstrated that modest resources can help to identify and make use of a significant reservoir of scientific expertise. The ES includes ten recommendations, and responses to each by the A.I.D. Office of Research and University Relations.
