Abstract
with a budget of $209 million. The project aims to increase the use of priority health services, particularly among women, girls, and rural populations, in developing countries worldwide. The project is aligned with the Partnership Framework between the governments of the United States and Haiti to support Haiti's health sector. The project has four objectives: improved Government of Haiti leadership in the health sector, increased access to healthcare, improved supply chain and health information systems, and rebuilt health infrastructure. The project focuses on strengthening the Ministry of Health's (MSPP) leadership and oversight of the health sector, with a particular emphasis on human resources management (HRM) and health financing (HF). The project's key activities include strengthening HRH Information Systems, developing HRH Performance Management Systems, accrediting health pre-service institutions, and providing in-service training. Additionally, the project aims to develop and implement a health financing policy, strengthen public financial management capacity, and improve public investment planning and resource tracking. The project's results framework depicts the causal linkages between health system investments and the project's purpose of increasing the use of priority healthcare services. The framework consists of three intermediate results (IRs): Improved allocation and effectiveness of human resources, Improved allocation of financial resources in the health sector, and Improved capacity to coordinate and manage the entire health sector. The project's monitoring and evaluation (M&E) activities will be led by the HFG Haiti M&E Specialist, with the support of HFG's M&E team located at Abt headquarters. The M&E approach is based on the fundamental objective of supporting the project's purpose and will involve data collection, performance monitoring, and reporting. The project's geographic focus is Haiti, with a particular emphasis on strengthening the MSPP's leadership and oversight of the health sector. The project's timeframes are from 2014 to 2018, with a focus on end-of-project work and transitioning selected activities that will continue with the MSPP beyond the project's close. The project's implementation details include the development of health financing and human resource management strategies, operational plans, and targets. The project will also support the Global Fund to Fight AIDS, Tuberculosis, and Malaria (Country Coordinating Mechanism) and will leverage USAID's resources to support improved management and human resources management across the entire Haitian government. The project's expected results include the development of comprehensive human resources strategies, improved capacity of the MSPP to advocate and plan financial resources for health, and improved capacity of the MSPP to direct and manage financial resources for health. Additionally, the project aims to improve the capacity to coordinate and manage the entire health sector, with a focus on building the capacity of MSPP's key units and improving their accountability in the health sector. The project's performance monitoring plan will guide activities, measure progress toward results, and help HFG determine the impact of project work on improving health system performance and the use of priority health services. The plan will be developed and revised in collaboration with the HFG Haiti M&E Specialist and the HFG M&E team.
