Abstract
PES facesheet covers the period 7/79-7/82 and is based on an attached special evaluation (XD-AAM-483-A). Recommendations are to: (1) extend the project and the host country contract with Drew Postgraduate Medical School by 2 years; (2) revise the project and contract budgets as appropriate; (3) assign a second health planner under the host country contract; (4) amend the Project Authorization to delete Section 5.3 of Article 5, Special Covenants, in the Project Agreement; (5) resolve issues connected with the GOK"s failure to formally establish a planning unit as called for in Section 5.2 of the Project Agreement; (6) formalize biweekly project meetings between the GOK Ministry of Health and USAID/K; and (7) prepare an implementation plan which includes plans for short-term consultants, reimbursement of funds, data management and research studies, and project monitoring. A joint management conference is to be scheduled to develop and review the implementation plan.
