The plan aims to establish a functional, robust, and efficient Health Information System (HIS) that provides governance in the health sector and supports decision-making at all levels. The Kenya National Health Information System (KNHIS) is a comprehensive and integrated structure that collects, collates, analyzes, evaluates, stores, and disseminates health and health-related data and information. The system seeks to address issues such as partnership in data collection and information sharing, guidelines on data processing, and data warehousing, as well as instituting standardized mandatory reporting by all care providers. The Division of Health Informatics is responsible for providing data to support decision-making at all levels by establishing sound mechanisms that support the generation of quality data through the use of information technology solutions. The division's mandate includes ensuring proper monitoring of the health sector and linking and collaborating with other units to execute the work plan. The plan outlines several key activities, including the implementation of the Health Information Software (DHIS2) and the development and piloting of Electronic Health Records (EHR) in major hospitals. The division aims to establish interoperability among electronic systems and ensure that they are versatile and use cloud infrastructure and multi-channel access. The plan also highlights the importance of health workforce management, with a focus on medical and technical officers, as well as non-medical officers. The division aims to establish a sound health workforce management system that supports the generation of quality data and ensures that there is proper monitoring of the health sector. In terms of health financing, the plan outlines the budget for the 2013/2014 financial year, including sources of funds, expenditure, and accounting rates. The division aims to ensure that funds are utilized efficiently and effectively, and that there is proper monitoring of health sector expenditure. The plan also highlights the importance of health leadership, with a focus on management team meetings, stakeholder meetings, and annual work plan availability. The division aims to establish a strong health leadership system that supports the generation of quality data and ensures that there is proper monitoring of the health sector. Major health problems observed in the plan include policy formulation, strategic planning, and guidelines development, human resource development, enrollment for training, employment and deployment, policy, continuous professional development, legal framework, regulations, curriculum development, and formulation of guidelines. The division aims to address these issues through various interventions, including stakeholder meetings, resource mobilization and coordination of partners, procurement of goods and services, and priority interventions of resources. Overall, the Health Sector Management Annual Work Plan for the Republic of Kenya outlines the objectives and activities for the 2013/2014 financial year, with a focus on establishing a functional, robust, and efficient Health Information System, health workforce management, health financing, and health leadership.
