Abstract
The Council for the Development and Reconstruction will be the primary implementing agency. At least the following subprojects (SP) will be implemented. (1) A Vocational Rehabilitation SP will be implemented by the Ministry of Labor and Social Affairs (MOLSA). A.I.D. personnel will examine handicaps and disabilities existing among Lebanon"s population and devise a coordinated plan for institutions such as Beit Chebab and Doha to meet their needs. (2) In the Socio-Medical Center SP, also implemented by MOLSA, Lebanon will be divided into 70 sectors, each with its own medical center. The Bourj-el-Brejnek pilot center and 10 other centers will be restored to normal operating status. Workers will be trained at the training unit and similar schools for social work. (3) MOLSA will direct the Emergency Medical Services SP. A.I.D. will provide telecommunications and emergency vehicle medical equipment and training and will send emergency medical service experts to recommend improvements to emergency service procedures and to draw up equipment and training requirements. Lebanese officials will make observation visits to similar U.S. systems. (4) In the Beirut Restoration of Public Health Services SP, administered by the Municipality of Beirut, A.I.D. will provide vehicles and clinical equipment to help restore the city"s health facilities. (5) The Ministry of Health (MOH) will implement the Tripoli Hospital SP. A.I.D. will contribute fixed and mobile medical and hospital equipment to the Koubee Hospital. Future assistance to the Ghossein facility is planned. (6) In the Communicable Disease Surveillance and Epidemiology SP, an A.I.D. health technician will review MOH"s surveillance structure to improve its disease surveillance capability. (7) MOH will also implement the Environmental Sanitation SP to develop two rural pilot waste water disposal plants in conjunction with UNICEF or A.I.D. water projects. The plants will be stabilization lagoons to serve as study, demonstration, and in-service training devices. Amendment of 12/22/83 provides additional funds to construct health care facilities. Two prefabricated public hospitals will be constructed in Sidon and West Beirut, respectively, and will be equipped to provide a full range of services to primarily low- income users. In addition, World Rehabilitation Fund will receive an OPG to reconstruct rehabilitation centers for the handicapped in Al-Kafaat, Ouzai, and Cortbawi, and to re-equip rehabilitation centers in Beit Chebab, Sidon, and West Beirut. A National Plan for the reconstruction and resupply of rehabilitation centers, and for training rehabilitation personnel, will also be developed. (PD-ABE-008)
