The Health System Strengthening and HIV Services (HS3) Project is a project aimed at improving the health system and HIV services in the Dominican Republic.

Abstract
The project is supported by the United States Agency for International Development (USAID) and is implemented by FHI 360. The project's main goal is to increase the number of people living with HIV who have access to antiretroviral therapy (ART) and achieve viral suppression. To achieve this goal, the project focuses on four key interventions: farmer training, infrastructure development, market linkage facilitation, and community feedback. The project has made significant progress in increasing the number of people living with HIV who have access to ART. As of FY20 Q1, 10,984 beneficiaries were currently on ART, and 9,161 (84%) of them had a suppressed viral load result (<1,000 copies/ml). The project has also made progress in increasing the number of people who have received HIV testing services. During FY20 Q1, a total of 22,919 beneficiaries were tested for HIV through facility and community-based services, and 3,369 (15%) of them were newly diagnosed as HIV positive. The project has also made progress in increasing the number of people who have received HIV testing services through index testing and non-index testing modalities. The project has reached 30%, 24%, and 8% of the HTS_TST non-index target for FSW, MSM, and TPI, respectively, and 11%, 6%, and 5% of the HTS_POS non-index target for FSW, MSM, and TPI, respectively. The project has also made progress in increasing the number of people who have received HIV testing services through community-based services.
